State trooper shoots man with cerebal palsy for not raising his hands
An Arkansas state trooper shot and killed a mentally handicapped man with cerebral palsy after the man did not comply with orders to show his hands. The trooper had mistaken the man with a prison escapee when he shot the 21-year-old. Arkansas State Police say nothing in the victim’s actions suggested he wasn’t a prison escapee. source
